Israel Perry - The other side of the German Pension

Thousands of Israelis enjoy a regular monthly income as part of the scheme

In our earlier article on the subject of the German pension, and Mrs. Yaffa Golan’s accusations against the  Israel Perry attorney’s Organization for the Implementation of the Treaty on Social Security, the Organization’s side of the story, and its counter-accusations against Mrs. Golan, were not told. It transpires that there is another side to the coin.

Following Mrs. Golan’s accusations of “exploitation of the elderly and abuse of their rights”, we were approached by people who were helped by the Organization and were benefited - according to them - by the Attorney Israel Perry’s Organization’s activity.

It emerged that the initiative of Attorney Israel Perry, who stood at the head of the Organization, enabled many Israelis to benefit from the German pensions, even when they did not have the necessary means to enroll in the scheme.

“Thousands of Israelis enjoy a regular monthly income, thanks to the Organization,” says Adv. Israel Perry. “The Organization’s success was a thorn in the flesh of other Israelis who attacked the Organization out of personal interests, and did not balk at any means, including acts of theft, forgery and slander.” The affair, it should be noted, is still “sub judice” after the filing of an appeal, and Israel Perry attorney is sure that, at the end of the day the truth will out, and justice will prevail.

Background

The “German Pension” is in fact the implementation of an agreement between the Israeli and German governments, with no connection to the payments or reparations for Nazi persecution. The agreement was signed in 1973, and the last date to apply for a pension was fixed by the Germans at 13.6.83.

In the opinion of all the economists and experts who examined the subject, the scheme was very profitable. Every Israeli citizen could purchase the rights granting him the pension of between DM 800 to DM 1,400 per month, and the deal was very profitable indeed.

However, the inefficient handling by the National Insurance Institution, which informed the public of the benefits inherent in the agreement in a small advert that hardly attracted attention, caused most of the public to remain ignorant of it.

In addition, many of those who applied to enroll did not have the financial means to purchase the rights, and would lose the opportunity to enrol in the scheme.

Here the Organization for the Implementation of the Social Security Treaty, founded by an Israeli lawyer by the name of Attorney Israel Perry, entered the picture. First, he brought the scheme’s existence to the public’s knowledge by advertisements in the press recommending people to enroll in the new arrangement.

Justice Uri Struzman asserted in his decision:

“The fact cannot be overlooked that Mrs. Golan stole the Code 2 list from the Organization”

The plain facts are, that the overwhelming majority of Israelis who joined the scheme today enjoy a regular monthly pension!

Today Israelis are no longer able to enrol with the scheme known as the “German pension” . As forecast - no-one came out without a profit. And every one of those insured has earned more than he invested! Those people who registered in good time today enjoy a regular income, in German Marks linked to the German wage index, and there are thousands of them in all strata of Israeli society: men and women, secular, religious and ultra-orthodox, Jews and non-Jews, who upon reaching pension age receive a pension on terms customary in Germany, without having to make do with the Israeli National Insurance pension.

The great advantage of enrolling in the scheme through the “Organization” of Israel Perry attorney was in its obtaining a pension for anyone who had not paid the monthly German insurance payments throughout his working life. Whoever enrolled in the scheme with the Organisation received the amount of the payments as a loan - which are fully covered by part of the pension payments!

In other words, the pension was the guarantee of the loan repayment - without harming the rights of the person insured, such as survivors pension, etc.

Whoever wished to enroll received sophisticated and devoted service, which bore fruit - each month his bank account is credited with the balance of the pension after deduction of the loan repayment. As soon as they have finished repaying the loan, they immediately enjoy the full income, legal and tax free!

The Organization adds: furthermore, the families of pensioners who passed away discover that the entire loan has been discharged, and they receive a full pension, higher than that which the pensioner received during his life.

Mrs. Yaffa Golan, was manager of the Attorney Israel Perry’s Organization during the years 1984-86. In our previous article we brought the story of Golan, who left the Organization. She shouted warnings and declarations that the Organization “exploits the elderly and abuses their rights”. In our previous article we reviewed the matter extensively. Adv. Israel Perry charges: “With us she learned the procedure, acquired the experience, and kept tract of the lists of enrollees. She subsequently made use of the information that she acquired and the lists that she stole, in order to set up a competitive business.”

The Organization sued Mrs. Golan for slander against it and for stealing the computer list of 500 clients. Justice Uri Struzman stated in his decision:

“The fact cannot be overlooked that Mrs. Golan stole the Code 2 list from the Organization”. Following this, the Organization filed a complaint against Mrs. Golan with the police.

Adv. Israel Perry is not deterred by the attacks on his name. He says: “Golan could not of course offer the financial terms that Adv. Israel Perry could by virtue of his international connections, and therefore used a trick: she chose only the wealthy enrollees, who could invest their money in insurance, and for whom most of the service had already been done by Perry’s organization….in this way she was able to reap the profit from others’ work. But she was not content with this, and went on to slander and defame, falsify and deceive.”

Contrary to the accusations that the Organization “exploited the elderly” and abused their rights, it is clear that nobody lost from the Organization’s activities. On the contrary, good and many enjoy the money that they would never have had without the professional assistance provided by Adv. Israel Perry. Adv. Israel Perry, in a conversation with us, explains the attacks against him, in the media also, as envy.

About two months ago we published the version of Mrs. Yaffa Golan, out of the belief that her words reflected the objective truth, and being unable to receive the the “Organization for the Implementation of the Treaty”’s response to the allegations. This article is meant to reflect the other side of the coin. In response, Mrs. Golan conveyed that the “class action suit” is on the way, and the matter will be decided in court.
